Managing During the 100-Year Disaster: Effective Practices when Managing Personnel During an Economically Turbulent Global Pandemic

The COVID-19 global pandemic and economic fallout will continue to ravage the workforce and the workplace. These challenges range from workplace shutdowns, workplace safety, employee medical and leave issues, and personnel management in new workplace structures—both remote, hybrid, and onsite. As the COVID-19 pandemic continues its relentless impact on the workforce and the economy, the workplace issues faced by supervisors will continue to become more challenging. Failure by frontline supervisors to effectively manage these novel workplace issues can lead to increased liability risk and other short-term and long-term post-pandemic undesirable consequences. This virtual presentation, spread out over two mornings, will help frontline supervisors recognize and confront the significant and wide-ranging challenges associated with COVID-19 and the economic fallout that will impact local government employers.

o Day one of the training will help supervisors understand how to navigate the novel issues posed by COVID-19, including unique twists involving employee medical issues, leaves, and COVID-19-based reasonable accommodation, as well as workplace safety issues when reopening the worksite. Whether the issue involves the Families First Coronavirus Response Act, the ADA, the FMLA, the WFMLA or Worker’s Compensation, all these laws are pandemic hot zones where supervisors must understand basic compliance and new legal theories and perspectives from the courts.

o Day two of the training will help supervisors understand strategic considerations for managing during this economic downturn, including effectively navigating personnel decisions in the face of budgetary restraints resulting in freezes, furloughs, and layoffs. Good supervisory practices will help prepare for sound defense of common employee issues arising during tough economic times such as First Amendment and unlawful discrimination claims. This session will also help supervisors effectively plan, manage, and evaluate personnel during the remote-work era, including where claims of sexual harassment continue in the digital arena.
